These should be called "polishing" rather than "grinding" wheels (at least for concrete).

They do not aggressively remove material.

I was hoping to remove a depth of about 1/4 to 1/2 inch of roughly 4 square feet of patio surface which had been poorly laid and does not drain properly.

In all fairness, I am used to metal grinding; so that is my only basis for comparison.

The price was very low, too, and they may suit other needs just fine.

7" wheels -- which may work better.
